The web portal « Bussiness-procedures.ma » is an innovative national technology platform that comes within the framework of the CNEA's action plan. This platform is hosted by the Ministry of Administration Reform and Civil Service and supported by the German Agency for International Cooperation (GIZ).

The creation of this portal draws on previous experience in this area, with updates to the process of documenting procedures. Indeed, this project places more emphasis on the user's path by developing effective listening skills for professionals and private sector representatives.

The key objective of this project is to make administrative procedures for businesses accessible, transparent, available on the Internet and presenting up-to-date information.

Firstly, this portal displays, online and in three languages (Arabic, French and English), a group of five procedures applicable to businesses. These procedures concern: business creation, payment of taxes and duties, transfer of ownership, connection to electricity and building permit, and this, for all regions of the kingdom.

In this regard, workshops to officially launch the documentation of these procedures were organised in eight regions of the Kingdom, which are: Casablanca Settat, Fez - Meknes, Marrakesh Safi, Oriental region, Rabat-Salé-Kénitra, Souss-Massa, Béni Mellal-Khénifra and Errachidia. These workshops were chaired by the Walis of the Regions and saw the participation of different local stakeholders representing both public and private sectors. Also, thematic meetings were held with the stakeholders concerned by each procedure.

The full documentation of the procedures of the four remaining regions is currently being programmed, which are the regions of Tangier-Tetouan-Al Hoceima , Guelmim-Oued Noun, Laâyoune-Sakia El Hamra and Dakhla-Oued Eddahab.

It is also important to note that ten additional procedures will be adopted in consultation with all stakeholders, including representatives from the private sector, in order to integrate them very shortly into the portal.

This electronic portal offers a multitude of advantages that can be summarised as follows:

  • Offers users full transparency on procedures, provides a detailed description of the steps to be taken and identifies the title and number of steps, the entity / department / person in charge with contact details, the documents to be provided or the form to be filled in, the cost of service and the time (minimum and maximum)  required to accomplish the procedure, the legal basis of each step, the model of documents required by the administration and the nature of documents issued;
  • Allows harmonisation of the administrative procedures and identifies possible ways of simplification, through the system of comparison between regions;
  • Possibility of completing some administrative procedures through this electronic portal.
