The project concerning the creation of business online has attracted special attention in Morocco and was identified as one of the CNEA's priority projects. In fact, this project comes to crown the efforts made to simplify the procedures and reduce the time for starting up a business. At the institutional level, several single windows were established by the Regional Investment Centres, while at the legal and regulatory level, the minimum capital required for setting up a Limited Liability Company was reduced, as well as a number of procedures were simplified and dematerialised ( payment of stamp duty online , online application for negative certificates…..).

These measures allowed Morocco to make significant progress in the World Bank's Doing Business ranking by placing it in the last report at 34th out of the 190 countries covered by this report.

This project is led by the Moroccan Office of Industrial and Commercial Property since 19 July 2017, and is made up of two complementary subprojects that are carried out in parallel and which cover the technical and legal aspects.

The project team includes representatives from the Ministry of Justice, the Ministry of Economy and Finance, and representatives from the Ministry of Industry, Investment, Trade and Digital Economy, and the Ministry of Interior, as well as representatives from the General Secretariat of the Government (SGG) and the National Social Security Fund (CNSS).

For its part, the CNEA secretariat monitors and coordinates the work of this team and provides support for it. As regards the legal framework governing the creation of business online, it is important to mention that Law no. 87.17 amending and supplementing Law no. 13.99 establishing the Moroccan Office of Industrial and Commercial Property was adopted and published in the Official Journal. In addition, the bill no. 88-17 on online business creation and support and the bill no. 89-17 amending and supplementing Law no 15-95 forming the commercial code are in the process of being adopted. Similarly, the implementing regulations for this new legal device are currently being prepared.

As for the technical side, the IT solution proposed for the creation of business online (CREOL) was finalised and is currently in the testing phase.
